Hell, cheaters were banned by simply SAMming their achievements in the past too, it is best to avoid any kind of cheating overall.. 
Besides... if you are not online you can't access the Multiplayer anyways.

No, you won't get banned. I once thought you could and will get banned, but no. I've been using my editing mods for almost 3 years now with no ban. Just make sure your party privacy is set to closed as if someone joins your modded private match ir's rumored to activate VAC since its now an online match with real players

tbh if i wanted to screw around with mods i would get the offline mod so im not on any servers
Don't listen to them, just because devs abandoned the game doesn't protect you from getting a vac ban in future. If someone was to investigate and notice some suspicious activity on your account you will get a ban, maybe not today... maybe not tomorrow. But in future, most definitely.
Grawl!x has a good point, but it is only as good as it gets. If someone from devs ever checks your account ~ adios.

Sure you can get banned if this game suddenly gets some attention from the developers again, I think this is highly unlikely though.
If you're really concerned for your account,Google Redacted for BO2. Its a completely offline client for the game. You can create and import your own custom textures (like custom camo's and weapons) and even edit the core game scripting, like if you wanted to rename the bots to look like real players or even completely write your own scripts so the game plays how you want it. You can even play bots as if it was a real online game, rewarding XP and such, it even goes as far as you having to go through the MP menu's as if you're going to play online. All 100% offline and never even touches Steam, TAC or any server.
All you need to do is download the client Website link [redacted.se] and make a copy of your BO2 Steam folder and put it wherever, then just extract the Redacted zip files into said BO2 copy, double click the "t6mpv43.exe" and you're done
Technically you can, but you won't. It's really as simple as that lol.
You can't even use mod menus online since BO2 uses servers instead of people hosting the game. Private matches work fine.

how is he a moron for wanting to mod the game in private mode? how does that affect you, if he does private lobby then no one will ever know the difference, some people need to think before they comment. i can't see any reason why he would be banned for a custome game.
